A Regular City Council Meeting was held at 7:00 p.m. Thursday, May 17, 2007
at the Portwood Arts and Civic Center, 800 E. Morris, Seymour, TX 76380.

CALL TO ORDER/ ROLL CALL

by Mayor Craighead at 7:00 p.m.

Council Present:

Mayor Dan Craighead, Council Member Donald Coltharp, Council Member Donna Fest,
Mayor Pro Tem Don Butler, and Council Member David Snyder.

Council Absent:

none

Counsel Present:

none

Staff Present:

City Administrator Joe Shephard, City Secretary Conchita Torrez,
Economic Development Department Director John Studer, Police Chief Tommy Duncan and Water/Wastewater Superintendent Greg Shumate.

PROCLAMATIONS OR PRESENTATIONS:

Chief Tommy Duncan and Special Olympics Team Supporters:
On April 21, 2007, the Police Department attended the Special Olympics meet in City View. We were proud to represent Seymour and take our team of Candice Gray, Shantisha Fobbs and Chris Witt to compete last month. They won medals that they are proudly displaying tonight we would like to present them with these plaques and let them know how much we appreciate the fine work they do representing our community at these events. These young people did an excellent job at their meet.

The Olympians accepted their plaques from Chief Tommy Duncan.

Judge Linda Rogers presented the Special Olympic Team with certificates on behalf of Baylor County. Judge Rogers stated that these kids are very special kids and it takes a lot of time and effort from the parents to help them.

Mayor Craighead presented the Special Olympic Team also a certificate
on behalf of Seymour ISD. Dr. John Baker was not able to attend the Council Meeting.

May 13-19 Police Officers Memorial Week Proclamation

Here is the text of the Proclamation:

“Proclamation
 Of the Mayor of Seymour, Texas

 
WHEREAS, the Congress and President of the United States have designated May 15th as
Peace Officers' Memorial Day, and the week of May 13th through May 19th as
National Police week; and

WHEREAS, the members of the police department of the City of Seymour play an essential role in safeguarding the rights and freedoms of the citizens of the City of Seymour; and

WHEREAS, it is important that all citizens know and understand the duties, responsibilities, hazards, and sacrifices of their police officers and that members of our police department recognize their duty to serve the people by safeguarding life and property, by protecting them against violence and disorder, and by protecting the innocent against deception and the weak against oppression; and

WHEREAS, the peace officers of the City of Seymour police department
unceasingly provide a vital public service;

NOW, THEREFORE, I, Dan Craighead, Mayor of the City of Seymour, do hereby proclaim
May 14, 2007 as "National Police Officers' Memorial Day" and this week as “Police Officers Week” in the City of Seymour, Baylor County, Texas, and urge all citizens, government agencies, public and private institutions, and businesses to invest in the power of prevention and work together for the common good.

IN WITNESS THEREOF, I have set my hand and caused the seal of the City of Seymour to be affixed this 17th day of May 2007.

  ANNOUNCEMENTS FROM THE MAYOR:

At this time, Mayor Craighead will make announcements as related to the events of the previous weeks. As always he may make any rearrangements to the order of items on this agenda as he deems prudent in the interest of time.

Mayor Craighead had no announcements.

CITIZENS QUESTIONS AND / OR COMMENTS:


At this time, interested citizens are encouraged to indicate their interest in speaking, and upon being recognized by the Mayor, approach the podium to express your comments. Please speak clearly and speak directly into the microphone. Citizens may speak on any matter other than personnel matters or matters under litigation, for a length of time not to exceed five minutes, please. Neither Council action nor discussion may take place on any matter, until such matter has been placed on an agenda and posted in accordance with law.

Mr. James Welch addressed the Council and stated “ wanted the City to be aware of some things that are going on at the Housing Authority. There is a lot of prejudice going on and I would also like to see the Housing Authority Board meet about once a month instead of once every three months. I have already been in contact with HUD. Thank you for your time.

Mayor Craighead explained to Mr. Welch that the City’s involvement is very little. The Housing Authority is managed by a board that we appoint and approve two board members. The Administrator reports to the board. Mayor Craighead suggested to Mr. Welch to attend a board meeting when the Housing has their next one and express his concerns there. Mayor also stated he did not know the frequency and time of their meetings but, would look into it and see if as a city what responsibility if any it would have.

Items listed under the Consent Agenda are considered routine and are generally enacted in one motion. The exception to this rule is that a Council Member may request one or more items to be removed from the Consent Agenda for separate discussion and action.

a) Approve Thursday, April 19, 2007, Regular Meeting Minutes.

b) Approve the bills dated April 18, 2007, April 24, 2007 and April 30, 2007.

c) Accept REPORTS
1. Monthly Investment Report
2. lst National Bank accounts report summary
3. Employee List
4. Golf Course Revenue and Membership total report

Motion:

Motion by Council Member David Snyder, seconded by Council Member Donald Coltharp to approve the items on the consent agenda as presented.

Vote on the motion:

passed unanimously.
