A regular City Council Meeting was held at 7:00 p.m., Thursday, November 18,
2010, at the Portwood Arts and Civic Center, 800 E. Morris, Seymour, Tx 76380.

Call to Order and Roll Call by Mayor Ronald B. Reeves at 7:00 p.m.

Council Present:
Mayor Ronald B. Reeves, Council Members Donald Coltharp,
Council Member David Horton, MPT Sid Winn and Council Member Billy Henricks.

Council Absent:
Nan Gilbert-Mathis

Counsel Present:
none

Staff Present:
City Secretary Conchita Torrez,
Economic Dev. Director/Interim City Administrator John W. Studer,
Finance Director Mary Griffin and Emergency Management Coordinator Billy Henderson.

Guests:
Jim Castagna, Roddy Atkins, John Stallings Jr., Deana Dalton and Jennifer Loving.

Announcements by Mayor Reeves:
Mayor Reeves expressed his sympathy at the passing of City Attorney Paul Hayers.
Mayor Reeves also offered his condolences on behalf of City Council.
Mr. Hayers was appointed in 1995 to work for the City of Seymour.

CONSENT AGENDA:

1. CONSIDER APPROVING THE CONSENT AGENDA AS FOLLOWS:

Motion made by Council Member Donald Coltharp, seconded by Council Member David Horton
to accept the Consent Agenda as presented by City Secretary Conchita Torrez.

Vote on Motion passed unanimously.

2. Hear presentation from Mr. Roddy Atkins, MHMR Representative.

Mr. Roddy Atkins, a representative for the Helen Farabee Center, gave an overview of the purpose and many functions of the community center. He stated that in 1997, the Helen Farabee Center was revised, new Board Structure was adopted, amended inter-local governmental agreements were formalized, and the plan was submitted and approved by the State.
The center has a current annual budget of 15 million dollars and has about 277 staff employees.
The center currently provides service and assistance in Seymour at City Hall.

Mayor Reeves and Council Members thanked Mr. Atkins for the information,
with no action taken by City Council.

3. Discuss and take action regarding
Insurance quotes from Insurance Representative(s).

Mr. Mark Boddie with TML and Deana Dalton/ Jennifer Loving representing Loving Insurance each gave a presentation along with quotes regarding property insurance.

After receiving and hearing insurance information, no action was taken by City Council.
