Economic Development Director John Studer
and Police Chief Tommy Duncan each gave their respective reports.

Mayor Craighead commented to Chief Duncan on the
passing away of Harley (K-9 dog) and the work that he did for Baylor County.

Conchita Torrez, City Secretary:
Submitted her report in writing during the month. There were no questions for CS Torrez.

3. Hear the presentation of annual audit, as prepared by
Jim Castagna, C.P.A., with the firm of Castagna and Gregg, P.A., under contract, for City of Seymour, budget year beginning October 1, 2007 and ending September 30, 2008.

Mr. Jim Castagna thanked the Council and Mayor
for the outstanding job that they do for the City. 

No motion was needed on this Council Item.

4. Discuss, consider and take action, to accept the annual audit as prepared by Jim Castagna, C.P.A., with the firm of Castagna and Gregg, P.A., under contract, for City of Seymour budget year, beginning
October 1, 2008 and ending September 30, 2009.

Motion:
Motion made by Councilmember Nan Gilbert- Mathis, seconded by
Councilmember Sid Winn, to accept the annual audit as presented by Jim Castagna, C.P.A.,
with the firm of Castagna and Gregg, P.A.

Vote on Motion:
passed unanimously.

5. Discuss, Consider and take action, to appoint the firm of
Castagna and Gregg, to conduct the annual audit for the City of Seymour, for the year beginning October 1, 2008
and ending September 30, 2009.

Motion:
Motion made by Mayor Pro-tem Tankersley, seconded by Councilmember Billy Henricks, to appoint the firm of Castagna and Gregg, for fiscal year beginning October 1, 2008 and ending September 30, 2009.

Vote on Motion:
passed unanimously.

6. Conduct a Public Hearing for the public to receive information
from and to discuss with Council and Staff, in reference to a proposed increase in the water and sewer rates for the City of Seymour.

No questions or comments were received by any visitors.

7. City Administrator’s report and suggestions/concerns
received in suggestion box and Well-level report.

No suggestions or concerns were received in the suggestion box this month. Rick Garcia was unable to get Council a Water-level report. The only issue we are now dealing with is concerning the Sellium at the Reverse Osmosis Plant. The levels that have been discharged for the last nine years at the R.O. Plant have been fine, but, now TCEQ has changed the rules on us mid-year. They have sent us a letter and I sent them one back. It is just a matter of working things out with them. This is something Council will have to deal with in the future. Charles Keith, with Jacob and Martin, Co., and I are working on this issue together. It is not an immediate concern right now. Like I said they have changed the levels on us, which they do often. 

Again, like I tell you every month, the City Employees are doing a great job and
I appreciate them very much. I thank the Council for their support this past year and wish everyone a Merry Christmas.

seconded by Councilmember Mathis. Vote was unanimous.
