100 dollar valuation, representing a levy of .26826/100 for Operations
and Maintenance, and .15848/100 for interest and sinking requirements.

Conduct a Public Hearing in regard to the submission of an application
to the Office of Rural Community Affairs for a Texas Community Development
Block Grant Program (TxCDBG) street improvements project grant. The
purpose of this hearing is to allow citizens an opportunity to discuss
the citizen participation plan, community development needs, the amount
of TxCDBG funding available, all eligible TxCDBG activities, and the
use of past TxCDBG funds.
Shelly Green:
Thank you for having me here. I’m here to discuss the project
that Council has decided to pursue. On the local level, I believe that
this project may score high, but on the state level I believe that it
will not. Water and/or sewer projects, like the ones we have submitted
the last few years, historically have out-scored street projects (or
any other type projects – new City Halls, whatever) and only the
water/sewer projects have been funded. City of Seymour has been fortunate
the last few years that we have been funded for each project, the Shipman
Wells, (a two-part project) and the current Sewer line upgrade project.
Half of the total score for this project will be determined on the local
level – at Nortex. Half of the score will come from Austin. I
don’t have high hopes for this project to score high at the state
level because it is not water/sewer. Also, we need to remember as it
is being designed – it must benefit low- or low-to-moderate income
citizens.

Conduct a Public Hearing, (in Council capacity as Building Commission)
to declare that the structure located at Lot 35, Block 6, Original Town
Seymour, commonly referred to as ‘405 E. McLain’ is a substandard
structure and dangerous/fire hazard, and requires demolition.

Discuss, consider and take action to approve a Resolution, adopting
a budget for the City of Seymour for the Fiscal Year beginning October
1, 2006 and ending September 30, 2007.
As the Council has had several opportunities to see the budget, and
there were no more questions regarding the proposed budget, the Mayor
asked if there was a motion.
Motion:
Motion by Councilman Coltharp, 2nd by Councilwoman Tankersley, to approve
and adopt Resolution, adopting a budget for the City of Seymour, TX
for the Fiscal Year beginning October 1, 2006 and ending September 30,
2007.

Discuss, consider and take action to adopt an Ordinance establishing
the ad valorem levy tax rate for the City of Seymour for Fiscal Year
2006-2007 at .42674/per 100 dollar valuation, representing a levy of
.26826/100 for Operations and Maintenance, and .15848/100 for interest
and sinking requirements.
The Council had previously been informed that this is the effective
tax rate, as calculated by Mr. Ronnie Hargrove with the Baylor Central
Appraisal District. This rate will raise the same amount as last year,
(possibly an additional one thousand dollars ($1,000) due to rounding.
Also, the Mayor noted that the City was proud to have removed the personal
property tax from the City of Seymour’s annual tax levy about
3 years ago.
Motion:
Motion made by Councilman Snyder, 2nd by MPT Don Butler, to adopt an
Ordinance establishing the ad valorem levy tax rate for the City of
Seymour for Fiscal Year 2006-2007 at .42674/per 100 dollar valuation,
representing a levy of .26826/100 for Operations and Maintenance, and
.15848/100 for interest and sinking requirements.
Vote on the Motion:
passed unanimously.

This Ordinance will have a second reading and a ‘roll-call vote’
at the Sept. 21st meeting.
