A Regular City Council Meeting was held at 7:00 p.m. Thursday, February 15, 2007
at the Portwood Arts and Civic Center, 800 E. Morris, Seymour, TX 76380.


CALL TO ORDER/ ROLL CALL
by Mayor Craighead at 7:00 p.m.

Council Present:
Mayor Dan Craighead, Council Member Donald G. Coltharp,
Council Member Donna Fest, MPT Don Butler, Council Member Rose Tankersley
and Council Member David Snyder.


Council Absent:
None

Counsel Present:
None

Staff Present:
City Administrator Joe Shephard, City Secretary Conchita Torrez, Police Chief Tommy Duncan, Economic Development Director John W. Studer and Salt Fork Supervisor Missy Hargrove.

CONSENT AGENDA:
Items listed under the Consent Agenda are considered routine and are generally enacted in one motion. The exception to this rule is that a Council Member may request one or more items to be removed from the Consent Agenda for separate discussion and action.

1. CONSIDER APPROVING THE CONSENT AGENDA AS FOLLOWS:

a.) Approve meeting minutes from January 18, 2007; Regular Meeting Minutes
and Special Called Meeting Minutes from February 1, 2007.

b.) Approve the bills dated January 18, 2007 and January 31, 2007.

c.) Accept REPORTS

1. Monthly Investment Report

2. 1st National Bank accounts report summary

3. Employee List

4. Golf Course Revenue and Membership totals report

d.) Approve General Election Order for Saturday, May 12, 2007, General
 Election for the City of Seymour, Alderman Place #2, Alderman Place #4
and Mayor for a full two year term.

e.) Discuss and Consider Resolution appointing Election Judges and
Clerks for the Saturday, May 12, 2007, City of Seymour Officers General Elections.

f.) Approve annual request of Mr. Sid Winn, President of the Baylor County
Youth Basketball Association (also known as Lil Dribblers), for the waiving of
electricity costs for the Youth Basketball Association for the 2007 season games
to be played at the old high school gymnasium.

g.) Authorize City Staff to advertise for annual  Spring Clean Up Week for
Saturday, April 7th , through Saturday, April 14th , 2007.

h.) Discuss, and Consider changing the March 2007, Regular Agenda from the third Thursday, (March 15th ) to the fourth Thursday, (March 22nd ) to  accommodate the Seymour Independent School Spring Break Schedule which is March 12th through March 16th , 2007.

Motion made to approve the Consent Agenda as presented by
Council Member Donald Coltharp , seconded by Council Member Donna Fest.

Vote on the Motion:
Passed unanimously.
