REGULAR CITY COUNCIL MEETING

A Regular City Council Meeting was held on Thursday, January 24, 2013 at 7:00 P.M. at the Portwood Arts and Civic Center, 800 E. Morris, Seymour, TX 76380.

CALL TO ORDER, ROLL CALL & PLEDGE OF ALLEGIANCE
by Mayor Ronald B. Reeves at 7:01 p.m.

COUNCIL MEMBERS PRESENT:
Mayor Ronald B. Reeves, Council members Donald Coltharp, David Horton,
MPT Nan Gilbert-Mathis, Billy Henricks and Monty Glass.

COUNSEL PRESENT:
No counsel present at this meeting.

CITY STAFF PRESENT:
Interim City Administrator John W. Studer, City Secretary Conchita Torrez,
Chief of Police Mike Griffin and Finance Director Mary Griffin.

GUESTS PRESENT:
Suzanne Hill, Mike Hill, Wayne Cockrell, Julie Hudson and Cindy Cockerell.

ANNOUNCEMENTS FROM THE MAYOR:
No announcements by Mayor Reeves at this time.

CITIZENS QUESTIONS AND / OR COMMENTS:
No one in audience had questions or comments.

CONSENT AGENDA:
Items listed under the Consent Agenda are considered routine and are generally
enacted in one motion. The exception to this rule is that a Council Member may request one or more items to be removed from the Consent Agenda for separate discussion and action.

1. Consider approving the consent agenda as follows:

(a.) Approve December 20, 2012, Regular Meeting Minutes.

(b.) Approve the City Bills for the month of December, 2012.

(c.) Accept REPORTS
1. Monthly Investment Report
2. First National Bank accounts report summary
3. Employee List/ Salt Fork membership report

(d.) Accept and approve the City of Seymour, Texas,
Quarter One (1) Investment Report, as presented by the Investment Officers.

END OF CONSENT AGENDA

Motion made by Council member Donald Coltharp and seconded by Council member Monty Glass to accept Consent Agenda as presented by City Staff.
Motion passed unanimously.

Mayor Reeves at this time changed the order of the agenda and moved item #7
next, to allow traveling time to our guest speakers who traveled from Oklahoma City
to give their presentation to Mayor and City Council.

7. Discuss, consider and possibly take action regarding playground equipment for the City of Seymour Park.

Suzanne Hill with Heartland Park & Recreations presented Mayor Reeves and
City Council with samples of park equipment and prices for the City of Seymour Park.
No decisions were made at this time.

2. Discuss, consider and take action regarding request to donate and sponsor Relay for Life, from Linda Moore, Sponsorship Chair Person.

Motion made by Council member Billy Henricks and second by MPT Gilbert-Mathis
to approve a $500 donation to Relay for Life.
Motion passed unanimously.

3. Discuss, consider and take action to accept the
Annual Police Contact Data Report, known as the
Racial Profile Report, as presented by Seymour
Police Chief Mike Griffin.

Motion made by MPT Gilbert-Mathis and second by Council Member David Horton to
approve the Annual Police Contact Data Report as presented by
Seymour Police Chief Mike Griffin.
Motion passed unanimously.

4. Discuss, and consider and take action regarding
Resolution No. 1360, submitting a grant application for the purchase of Four (4) Safety Vision Patrol Recorder
Upgrades for the Police Department.

Motion made by Council member David Horton and second by Council member
Donald Coltharp to approve Resolution No. 1360, and allow Police Department to
submit a grant application for the purchase of upgrades for the Police Department.
Motion passed unanimously.

5. Discuss, and consider an agreement to continue and
retain the firm of Jacob and Martin Engineering of Abilene,
as City Engineers, for the consideration of $1.00 (one dollar)
per year.

Motion made by Council member Donald Coltharp and second by MPT Gilbert-Mathis to continue the retainer agreement between the City of Seymour and Jacob & Martin for one year.
Motion passed with 4 yeas and 1 nay.

6. Discuss, consider and give direction to Interim City Administrator regarding telephone quotes received from Windstream and Santa Rosa for the City of Seymour.

Motion made by Council member Donald Coltharp and second by Council member Monty Glass for the City of Seymour to remain with Santa Rosa Telephone Cooperative for telephone service. Motion passed with 4 yeas and 1 nay.

8. Discuss, consider and take action regarding window blinds for City Hall upstairs and downstairs locations.

Motion was made to table this agenda item and look further into installation fees
and exact quotes on blinds for upstairs and downstairs.
Motion passed to table this item with 4 yeas and 1 no.

Tabled Agenda Item removed:

9. Discuss, consider and give direction to Interim City Administrator on quotes received on Seymour Fireman’s Building located at 319 N. Washington Street, regarding roof.

Council reviewed quotes received for the Seymour Fireman’s Building regarding the roof. Motion made by Council member Donald Coltharp and second by Council member Monty Glass to approve quote from Commercial Roofing and Restoration for the amount of $13,500.00.

Regular Meeting closed at 8:25 p.m.,
and Council went into a brief recess.

Executive Session begins at 8:35 p.m.

10. An Executive Session pursuant to Chapter 551 of the
Texas Local Government Code under Section 551.074, Personnel Matters: General Discussion regarding
Water/Sewer, Administration, Police, Street, R.O. Plant,
Park, SFRE and Electric Department.

Executive Session closes;
Regular Session resumes at 9:32 p.m.

11. Take action if any resulting from
deliberations during Executive Session.
No action was taken on
deliberations during Executive Session.

12. Adjournment by MPT Mathis and second by
Council member David Horton to adjourn meeting at 9:33 p.m.
