CS Simpson explained that during transcription, two pages were skipped regarding the June Regular meeting. This resulted in several points made by Mr. Holloway to not be reflected in the minutes. The missing pages were transcribed and the ‘revised June Regular Meeting minutes’ are at the Council places tonight. CS Simpson requested that the Council pass these minutes ‘as revised’ and apologized to Mayor and Council for the oversight.

Motion by MPT Butler, 2nd by Councilman Coltharp, to approve the items on the consent agenda, as presented, and the June 15, 2006 Regular City Council meeting minutes as revised.

Departmental Reports


Electric, Water, Sewer, Police, Street, R.O. Plant, Golf Complex, Economic Development Director and City Secretary.


Electric Department Superintendent Brad Tilley:

The department completed 109 work orders this month. We also moved the special ‘Antique-look’ street lights from their first ‘temporary place’ in the esplanades, and moved them to the 200 block of North Washington in order for citizens to have a better view of them. Currently, I am doing a great deal of paperwork for the HWY 277 re-alignment project; all related to the relocation of the utility infrastructure. We have also been trimming trees as needed. Regarding the light bulbs in the ‘Antique-look’ street lamps, we have several options: we can choose bulbs based on the cost of use (high wattage or low wattage), or based upon how often they need to be replaced, or for a particular lighting effect (warm glow versus bright safety lights). I am waiting to hear from the Downtown Lighting Committee regarding which bulbs they wish to use for the desired lighting effect and the economy of use.


Water/Wastewater Superintendent Greg Shumate:

Chief of Seymour Police Department Tommy Duncan:

The City of Seymour Police Department has been very busy this month with 399 calls for service. There were 2 accidents. We have been maintaining an 82% clearance rate for our cases.
This is up from 78% last year. These are very encouraging numbers. School starts next month, we’re going to plan to present some ‘Anti-Drug Abuse’ lessons. We also are working a new officer; Shawn Scarborough. Shawn is from Knox County and is taking the position left by Officer Mike Hansen.

Street Department Super. Ronnie Kolacek:

Water Production Superintendent Rick Garcia:

Supr. Garcia was unavailable.

City Secretary Elaine Simpson:

Submitted her information in writing: there were no questions for CS Simpson.

3. Discuss, Consider and Take action upon Consent Agreement proposed by American Electric Power (AEP) to transfer/assign all customer agreements to AEP’s new affiliated corporate entity CSW Power Marketing.

Mayor Craighead explained that this is only a name change, this new division of AEP will be taking over some of the marketing and operations; none of our contracts or the agreements within will be altered by this change.

Motion:

Motion by MPT Butler, 2nd by Councilman Coltharp, to approve the Consent Agreement proposed by American Electric Power (AEP) to transfer/assign all customer agreements to AEP’s new affiliated corporate entity CSW Power Marketing.
