A regular City Council Meeting was held at 7:00 p.m. Thursday, June
15, 2006 at the
Portwood Arts and Civic Center, 800 E. Morris, Seymour, TX 76380.
CALL TO ORDER/ ROLL CALL by Mayor Craighead at 7:04 p.m.
Council Present:
Mayor Dan Craighead, Council Member Donna Fest,
Council Member David Snyder and Mayor Pro Tem Don Butler
Council Absent:
Council Member Rose Tankersley, Council Member Donald Coltharp
Counsel Present: none
Staff Present:
City Administrator Joe Shephard, City Secretary Elaine Simpson, Police
Chief Tommy Duncan, Electric Department Superintendent Brad Tilly, Economic

ANNOUNCEMENTS FROM THE MAYOR:
(At this time, Mayor Craighead will make announcements as related to
the events of the previous weeks. As always he may make any rearrangements
to the order of items on this agenda as he deems prudent in the interest
of time).
Mayor Craighead announced that he was re-arranging the agenda items
in consideration of some speakers who have traveled to come to the meeting
tonight from out of town.
CITIZENS QUESTIONS AND / OR COMMENTS:
(At this time, interested citizens are encouraged to indicate their
interest in speaking, and upon being recognized by the Mayor, approach
the podium to express your comments. Please speak clearly and speak
directly into the microphone. Citizens may speak on any matter other
than personnel matters or matters under litigation, for a length of
time not to exceed five minutes, please. Neither Council action nor
discussion may take place on any matter, until such matter has been
placed on an agenda and posted in accordance with law.)
Marie Delgado:
Spoke regarding the need for a stop sign at the intersection of East
Street and Custer, in the vicinity of the Movie Gallery.
Mayor Craighead explained that it is customary that a traffic study
is done when neighbors request a traffic control such as a stop sign.
Police Chief Tommy Duncan designs a traffic study and the officer monitors
rate of speed and number of cars. This is evaluated against information
from other comparable intersections; Chief Duncan then can base his
recommendation for or against a new stop sign.
CONSENT AGENDA:
(Items listed under the Consent Agenda are considered routine and are
generally enacted in one motion. The exception to this rule is that
a Council Member may request one or more items to be removed from the
Consent Agenda for separate discussion and action.)

CONSIDER APPROVING THE CONSENT
AGENDA AS FOLLOWS:
a) Approve Thursday, May 18, 2006, Regular Meeting Minutes.
b) Approve the bills dated May 18, 2006 and May 30, 2006.

4. Golf Course Revenue and Membership totals report
END OF CONSENT AGENDA
MOTION BY MPT BUTLER, 2ND BY COUNCILWOMAN FEST, TO PULL ITEM 1A.) MAY
18, 2006, REGULAR MEETING MINUTES AND TABLE UNTIL NEXT MEETING, AND
APPROVE ALL OTHER ITEMS AS PRESENTED ON THE CONSENT AGENDA.
VOTE ON THE MOTION:
PASSED UNANIMOUSLY.
