A Special Called City Council Meeting was held at 7:00 p.m., on Thursday,
July 5, 2007, at the Portwood Arts and Civic Center, 800 E. Morris,
Seymour, Texas 76380.
CALL TO ORDER/ ROLL CALL
by Mayor Craighead at 7:01 p.m.
Council Present:
Mayor Dan Craighead, Council Member
Donald Coltharp,
Council Member Don Butler and Mayor Pro Tem Rose
Tankersley.
Council Absent:
Council
Member Donna Fest and Council Member David Snyder.
Counsel Present:
none
Staff Present:
City Administrator Joe Shephard,
City Secretary Conchita Torrez,
and Economic Development Director
John Studer.

Allegiance was led by Mayor Dan Craighead.
REGULAR MEETING ENDS – PUBLIC HEARING BEGINS at 7:03 p.m.
Public Hearing to be held and allow public comments regarding submission
of
future applications for Texas Community Development Block Grant
Program assistance
from the Office of Rural Community Affairs and
the Texas Department of Agriculture
to provide improved facilities
and services in the community.
There were no citizens present for the public hearing.
PUBLIC HEARING CLOSES –
REGULAR MEETING RESUMES
at 7:04 p.m.
1. Discuss, Consider and Act upon Resolution
No. 1281,
a
Resolution of the City of Seymour, Texas, modifying the boundaries
of the Historic Commercial District of the City for purposes of applying
for financial assistance from the Texas Department of Agriculture’s
Texas Capital Fund-Downtown Revitalization Program.
Motion:
Motion made by Council Member Donald Coltharp,
seconded by MPT Rose
Tankersley to accept Resolution No. 1281.
Vote on Motion:
passed unanimously.
2. Discuss, Consider and Act upon Resolution No. 1282 ,
a Resolution of the City of Seymour, Texas, that designates areas
within the designated Historic Commercial District as slum/blighted
and in need of improvement.
Motion:
Motion made by Council Member Don Butler,
seconded by Council Member
Donald Coltharp to accept Resolution No. 1282.
Vote on Motion:
passed unanimously.
