Conchita Torrez is City Secretary, Treasurer, one the City’s two investment Officers and Municipal Court Clerk.  Conchita was born and raised in Baylor County and attended SISD. She began work with the City of Seymour in June of 1996 and has served as City Secretary Assistant before assuming the position of City Secretary in November 1996. 

The City Secretary’s duties include supervising Utility Billing department, serving as Public Information Officer, coordinating and conducting all City Elections, assisting in Purchasing Agent duties, serving as keeper of municipal records, serving as ADA officer and acting as Secretary for the Mayor and all five Council Members.  The City Secretary works closely with the Economic Development Director on public relations projects to promote the City of Seymour, including event planning and website issues. The City Secretary coordinates, attends and records all City Council meetings and often subcommittee meetings as well. CS Torrez composes agendas, meeting minutes, Resolutions and Proclamations. She enrolls all Ordinances and Resolutions and maintains the City Code. The employees of the City Secretary’s office take seriously their responsibility to provide excellent customer service. Often the first impression of our City is formed when a visitor enters City Hall. CS Torrez administrates the Court with Judge Jimmie Lee. Torrez is currently enrolled in the Texas Municipal Clerks Certification Program through UNT in Denton to earn her TRMC. She will be graduating in January 2008.  Utility Billing Department, also under CS Torrez, is staffed by Brenda Burns, a three –year employee with strong background in accounting, and Nita Hons, a one year employee. 

The Utility Billing Department staff coordinates billing for Water, Sewer, Electricity and Garbage service in the City of Seymour as well as issuing permits, coordinating airport hanger leases, coordinating charges related to rentals of the Portwood Arts and Civics Center and the charges related to the Salt Fork Municipal Golf Complex.

Mary Griffin has been employed by the City of Seymour since November 1998 and previously worked for Gene Robinson’s Chevrolet dealership as full-charge bookkeeper. She is married to Marvin Griffin the pastor of First Christian Church of Seymour. The Finance Director coordinates financial reports, reconciles bank accounts, and supervises all A/P and Payroll activities with her Assistant – A/P and Payroll Specialist Suzanne Shumate; a five-year employee. The Finance Department employees coordinate all financial reports for Federal and State agencies, vendors, and reports that are required for grants that the City has received. The Finance department employees provide all required support for the City Auditor and they provide expert support for the City Administrator with regards to all insurance and employee benefit matters.
