A Regular City Council Meeting was held on Thursday, February 17, 2011 at 7:00 P.M. at the Portwood Arts and Civic Center, 800 E. Morris, Seymour, TX 76380.

Call to Order, Roll Call and Pledge of Allegiance:
by Mayor Ronald B. Reeves at 7:06 p.m.

Proclamation read by Mayor Reeves regarding
Severe Weather Awareness Week.

Council Present:
Council Members Donald Coltharp, David Horton, Nan Gilbert-Mathis,
Billy Henricks and MPT Sid Winn.

Council Absent:
None

Counsel Present:
None

City Staff:
Interim City Administrator John Studer, City Secretary Conchita Torrez,
Finance Director Mary Griffin and Emergency Management Coordinator Billy Henderson.

Guests:
Richard Walker, Deana Dalton, Lauren Bush, N.E. Deweber, John Stallings,
Lauren Dowless, Gary Dowless, Dave Adams, John Farnsley, and Anne Pinkert.

1. CONSIDER APPROVING THE CONSENT AGENDA AS FOLLOWS:

a.) Approve Thursday, January 18th, Special Called Meeting Minutes and
January 20th, Regular Meeting Minutes.

b.) Approve City Council Report for City bills paid in January, 2011.

c.) Accept REPORTS
1. Monthly Investment Report
2. First National Bank accounts report summary
3. Employee List
4. Golf Course Membership total report

d.) Authorize City Staff to advertise for annual
“Spring Clean Up Week”, beginning, Saturday, April 2, 2011, through Saturday, April 9, 2011.

e.) Discuss and take action to change the March 2011, Regular Agenda from the third Thursday, March 17th , to the fourth Thursday, March 24th , to accommodate the S.I.S.D. School Spring Break Schedule, which is March 14th through March 18th .

f.) Approve the General Election Order for Saturday, May 14, 2011, for the
City of Seymour City Council Positions; Councilmember Place #2, Councilmember Place #4
and Mayor Position, for a Two Year Term.

g.) Approve Resolution No. 1333, to appoint Election Judges and Clerks for
Saturday, May 14, 2011, City of Seymour General Election.

Motion:
A motion was made by Council Member Donald Coltharp, and seconded by
Council Member Nan Gilbert-Mathis to accept the Consent Agenda as presented by City Staff.

Motion passed unanimously.
