A Public Hearing to allow for public comments, regarding an Ordinance establishing water rates, sewer/water tap fees, garbage rates and establishing hours at the Transfer Station.

PUBLIC HEARING(s) ENDS – REGULAR MEETING RESUMES @ 7:10

No one spoke for or against the City Ordinance.

2. Discuss and take action to accept Ordinance No. 2010-01,
establishing utility/commercial water rates, water and sewer tap fee rates, garbage rates and establishing hours at the Transfer Station, and repealing Ordinance No. 2005-01, sections on water, garbage, water/sewer tap fees and Transfer Station hours.

Motion:
Motion made by Council Member Billy Henricks, seconded by Council Member Donald Coltharp, to accept Ordinance 2010-01, establishing rates for the City of Seymour.

Vote on Motion:
passed unanimously.

3. Discuss and take action to accept Ordinance No. 2010-02, an Ordinance establishing speed zones concurrence as listed and as illustrated on the attached strip map as requested by TxDot, with
speed zones located on Business 183 B within the city limits.


Motion:
Motion made by Nan Gilbert-Mathis, seconded by David Horton, to pass
Ordinance No. 2010-02, establishing speed zones on Business Hwy 183 within the city limits.

Vote on Motion:
4 (Four) – For 1 (One) - Against

4. Discuss and take action to repeal Resolution No. 1311, repealing Alternate Judge Section, accepting Resolution No. 1317, establishing Shawn Browning as the Alternate Judge, for the Regular Election to be held Saturday, May 8, 2010, in Seymour Texas.

Motion:
Motion made by Council Member Donald Coltharp, seconded by Council Member Billy Henricks, to accept Resolution No. 1317, establishing Shawn Browning as the Alternate Judge for the
May 8, 2010, Regular City Election for the City of Seymour, Texas.

Vote on Motion:
passed unanimously.

5. Discuss, and approve Resolution No. 1318, re-submitting a grant application for the addition of Copsync to five patrol vehicles, to the office of the Governor, Criminal Justice Division, and designate the Certifying Official as the Grantee’s Authorized Official,
Grant Number: 2228801.


Motion:
Motion made by Council Member David Horton,
seconded by Council Member Nan Gilbert-Mathis, to approve Resolution No. 1318,
re-submitting a grant application for the addition of Copsync to five patrol vehicles, and designating the Certifying Official as the Grantee’s Authorized Official, Grant
Number:2228801.

Vote on Motion:
passed unanimously.

6. Discuss and take action from comments received from
Mr. Norman Gooding concerning traffic control on Cedar Street.


Motion:
Motion was made by Council Member Donald Coltharp, seconded by MPT Sid Winn,
to allow Officer Griffin to do a traffic control study on Cedar Street, and give a report at
the April’s Council Meeting.

Vote on Motion:
passed unanimously.
