A Regular City Council Meeting was held on Thursday, June 21, 2007,
at the Portwood Arts and Civic Center, 800 E. Morris, Seymour, TX 76380.
 
CALL TO ORDER/ ROLL CALL

by Mayor Dan Craighead at 7:01 p.m.
 
Council Present:

Mayor Dan Craighead, Council Member Donald G. Coltharp, Council Member Donna Fest,
Mayor Pro Tem Don Butler, and Council Member David Snyder
 
Council Absent:

Council Member Rose Tankersley

Staff Present:

City Administrator Joe Shephard, Recording Secretary Suzanne Shumate,
Police Chief Tommy Duncan, and Rick Garcia

Mayor Dan Craighead led the PLEDGE OF ALLEGIANCE.
 
 
ANNOUNCEMENTS FROM THE MAYOR:

None
 
 
CITIZENS QUESTIONS AND / OR COMMENTS:

Travis Hulcy addressed the council concerning some barking dogs that live at a residence behind him. Mr. Hulcy stated that he had been told to contact the police department regarding the dogs. He stated he had been in contact with the police department, the animal control officer and the City Judge and does not feel that the situation is being taken care of. After Mr. Hulcy expressed a great deal of concern on needing some direction on how to resolve this issue, Mayor Dan Craighead related that the ordinance pertaining to animals was on the agenda for this meeting. The Mayor also related that the complaints Mr. Hulcy has filed are on record at the police department and the owners of the dogs have been notified and have received a citation on the dogs and they have been before the judge and they plead not guilty. There was more discussion on the response that Mr. Hulcy was receiving from the Police Department and the animal control officer. The Mayor stated that there were limits to what the Police Department and Animal control officer can do and the owners of the dogs are due a day in court.
 
Jimmy Vaden addressed the council concerning the barking dogs. He related that he understood everything the Mayor had referred to and he also wanted to say that the past few days, things had been different and it was nice. He also stated that when he called the police department, he was told to speak with Judge Fisher about the barking dogs.
 
Marilyn McGough addressed the council concerning the barking dogs. Marilyn is the owner of the barking dogs. She made her apology to Mr. Hulcy and Mr. Vaden and to the Police Department. She stated that the police department and the animal control officer had been to her residence and they were in the process of trying to eliminate some of the dogs.
 
Cade Welch addressed the council concerning a new member for the Housing Authority Board. Mayor Craighead related that it is not an agenda item and that the City Council does not appoint housing authority board members, the Mayor appoints the member. Joe Shephard explained that since it was not an agenda item, it would be best that Mr. Welch contact Joe or the Mayor. Joe suggested that the discussion end and Mr. Welch come by City Hall and visit with him.

Thursday, May 24, 2007, Special Called Meeting Minutes.

4. Golf Course Membership total

Motion:

A motion was made by Council Member David Snyder to accept the consent agenda,
seconded by Council Member Donald Coltharp.

Vote on the motion:

Passed unanimously.
