5. Discuss, Consider and appoint 2 Council Members
to join as a committee with County Commissioners
to gather information regarding a regional jail.

 Mayor Craighead stated that he and Joe had attended a called meeting for the county commissioners where they had received information from Rolling Plains Detention Center in Haskell that they may or may not renew our contract. They increased the cost of holding our prisoners over at the Haskell Facility a couple of dollars or so, and it seems to run on a year to year basis. During the conversion we discussed the possibility of being in someone else’s mercy that we look into doing something in Baylor County. It wasn’t on the agenda so another meeting had to be called to place it on the agenda. It is my understanding the commissioners appointed Chuck Morris and Judge Linda Rogers to be on the committee representing the county and are asking for two people from the City Council to be on the committee as well.

We would like to do some preliminary searching to found out if there is any money available and possibly see if there is a company out there that would be interested in putting some type of facility in or to know more or less where we would stand. The county jail has been a football for several years. We are at the mercy of someone else and are not able to house prisoners. We have an average of 11 prisoners a day. We would look into the possibilities of fundings, we would get facts and figures , as we do have a need as far as housing prisoners is concerned. There seems to always be a shortage of beds and the population seems to be growing. 

Mayor Craighead asked Judge Rogers if she would like to add to those comments.

Judge Rogers addressed the Council and stated that basically what they thought of doing was getting some prices, estimates and found out what it might cost to build a facility if Rolling Plains no longer houses our prisoners. It leaves the county in a dilemma on what we are going to do. We had I think about 14 incarcerated at the time, and we didn’t have a large enough facility nor had enough space to house all of our prisoners, nor, would we be able to transport back and forth for court on the same day. So, that left the dilemma of having 14 prisoners housed in different facilities and how will we get them back on the same day for court , plus with the price of gasoline being expensive among other things. I have contacted the Haskell Co. Judge and he said no one has the authority to tell you they won’t house your prisoners, because you are not contracted with them, your contract is with Haskell County. They had a meeting and voted to keep our prisoners, the problem being that they house a lot of out of state prisoners and get paid $75 a day, federal pays $90 a day. They are looking at a considerable higher amount if they do away with the county prisoners. We do have an agreement for one more year. This may be a big dilemma that will be costly for the county as well as the city.

CM Fest asked if permission from the state would be
required to build something in Baylor County.

Mayor Craighead commented that we would have to call jail standards, but, as far as getting permission from the state, no, we wouldn’t have to, but, would have to meet certain standards once it was built. After a lengthy discussion, Mayor Craighead asked MPT Tankersley if she would also serve on the committee with the County Commissioners to gather information concerning a regional jail. 

Mayor Craighead and MPT Tankersley both agreed to serve
on the County Commissioner Board in regards to the Regional Jail. 

No motion was needed for this item. 

6. Discuss, consider and take action on bid received on property
410 S. Tackitt, legal description being: Original, Lot 7, Block 30.

Mr. Danny Hrncirik had placed a bid of $300 on this property.

Motion:

A motion was made by Council Member Donald Coltharp, seconded by MPT Tankersley
to accept the bid on 410 S. Tackitt, with the legal description being
Original, Lot 7, Block 30 from Mr. Danny Hrncirik for $300.00.

Vote on Motion:

passed unanimously.

7. City Administrator’s report, report on suggestion/concerns received in City of Seymour Suggestion Box, and Well-level Report.

CA Shepard stated there were no suggestions in the suggestion box. It is located on the north side of City Hall and you should have a copy of the Well–level Report.
Obviously, with the rain we have had the level has increased which is a good thing. We did have some damages to some bridges and roads from the flood. We are working with Jerry Pruitt, Emergency Management Office and Governors Office to see if we can get some money to help us fix these bridges. I will be out of the office next week on a continuing education class.
One of the things we will discuss in August is the proposed budget. I will submit is hopefully ten to fifteen days before the Council Meeting for you to review and then discuss it at the August meeting. If there are any changes or alterations we can make them before the September meeting and then adopt and approve it at the next meeting. Look for that in the next couple of weeks. If you have any suggestions on the budget I would hope you would do it tomorrow. Everything else is going well.

8. City Council members’ reports and setting of future agenda items.

No reports or future settings were given by council. However, Council Member Snyder stated he had received several complaints on the condition of the golf course. Mowing and dirt piles had been piled during the course of a major tournament. I had encouraged some of the men to come and address the council tonight in which I see they did not. I don’t know if we need to look and see what is going on at SFRE and just make sure everything is fine.

CA Shephard stated because of all the rain we have had, the grass grew and it made the ground soft. If the crew would have gone in there and mowed with the heavy equipment, it would have left ruts in the greens. That was the reason they were not mowed. The pile of dirt was to be used to level out some spaces at Salt Fork, but, before they were able to do that it had begun to rain. I’ve heard complaints also and I have been out there a lot. The course is in great shape now.

CM Fest stated she and some guests from San Antonio were out there today and it looked great. They commented on how much better it looked, than some golf courses in San Antonio.

CA Shephard stated that these situations were beyond our control, but, had been corrected.
