6.) Discuss, consider and take action on traffic control device
on Custer Street, i.e./stop signs, speed bumps or yield signs.

Chief of Police Duncan stated that after observing the traffic on Custer Street, his suggestion would be to place 3 way stop signs on the intersections of Custer and Kelly Street, River and Custer Street and Donald and Custer Street.

Motion:
Motion made by Council Member Coltharp, seconded by Council Member Mathis
to give direction to City Staff to contact City Attorney to draw up an Ordinance
for the City of Seymour.

Vote on Motion:
Passed by majority vote of 3 in favor and 2 against.

7.) Hear presentation from Economic Development
Director John Studer, concerning sale of Seymour Industrial Building.

 John Studer, gave a short presentation regarding the sale of the Seymour Industrial Building
to Mr. Fan of Kenny Engineering, LLC, which manufactures small wind generators.
Mr. Studer has been working hard and diligently on this project for some time and a
contract was signed. The appraised value was paid for it which was $246,000.00. The money
will be transferred from China. They will probably start shipping by sea in October,
with Mr. Fan starting process the first of the year.

No questions were asked by City Council.

EXECUTIVE SESSION:CLOSED TO THE PUBLIC at 8:10 p.m.

Executive Session:
Closed to the public; pursuant to Chapter 380 of the Texas Local Government Code under §551.074 :Deliberation regarding Personnel; City Administrator.

As the meeting was going into Executive Session, City Administrator elected to have the
session open to the public due to the fact it concerned his employment contract. CA Shephard stated that the budget would require the need to reduce city staff and he was not going to cut someone’s livelihood from them, therefore, he felt he could no longer do his job.

CA Shephard also read the many accomplishments during the
last 10 years that he has assisted in while working at the City.

At 8:25 p.m., Mayor Reeves called for a recess.

Mr. Shephard had asked Council to consider his severance package, he felt he deserved.
After much deliberation, Mayor Reeves called for another recess at 8:40.

At 8:45 p.m., Mayor Reeves asked if anyone had anything else to say, and no one spoke.

MPT Winn made a motion, seconded by Council Member Henricks to accept City Administrator Shephard’s resignation and consult with City Attorney concerning the severance pay.

MPT Winn asked to adjourn the meeting at 8:50 p.m., followed by a
second by Council Member Nan Gilbert-Mathis, which was followed by a unanimous vote.

Passed and approved this 17th day of September, 2009.
