2. Jimmie Lee takes the Oath of Office as Municipal Judge from Mayor Dan Craighead. Mayor Craighead swore in Mr. Jimmie Lee as the Municipal Judge, as he replaces Carl Fisher who retires December 14, 2007.

5. Discuss, Consider and take action regarding presentation, as presented by Mrs. Shelly Green with Municipal Development Services, under contract, for City of Seymour, in the closing of the 2005 Texas Community Development Fund Program; Sewer System Improvements, Contract No. 725791.

Mrs. Shelly Green gave the final details on the Sewer System Improvements.

presented by Knox Waste Service, under contract, for City of Seymour.

to accept the rate increase as presented by Knox Waste Service.

7. Discuss, Consider and take action, in accepting a donation from Gene and Judy Wheeler of the following described property, to wit: Lot Five (5) in Block Six (6) of the Original Town of Seymour, Baylor, County, Texas, also known as 114 N. Washington Street, Seymour, Texas 76380.

A Warranty Deed was drawn up in regards to the described property, also known as
114 N. Washington Street and signed by Gene and Judy Wheeler, and donated to the
City of Seymour.

to accept the property described as 114 N. Washington Street.

8. Discuss, Consider and take action, regarding the Release of Lien received from Small Business Administration, regarding described property as :Lot Five (5) Block Six (6), Original Town of Seymour,
Baylor County, Texas, also known as 114 N. Washington Street, Seymour, Texas 76380.

The City of Seymour received a Release of Lien from
Small Business Administration, regarding property on 114 N. Washington Street.

9. Discuss, consider and take action authorizing City Staff to advertise for bids on the following described property: 201 W. McLain, Lot 19-21, Block 23, Original Townsite.

10. Hear the presentation of annual audit, as presented by
Jim Castagna, C.P.A.,with the firm of Castagna and Gregg, P.A.,
under contract, for City of Seymour, budget year beginning
October 1, 2006 and ending September 30, 2007.

Jim Castagna with the firm of Castagna and Gregg, presented the annual audit to the Council.

No motion was needed.

11. Discuss, Consider and take action, to accept the annual audit as prepared by Jim Castagna, C.P.A., with the firm of Castagna and Gregg, P.A., under contract, for the City of Seymour, budget year beginning October 1, 2006 and ending September 30, 2007.

Mr. Castagna stated the city finances remain strong and liquid. There appears to be a more “friendly” atmosphere and certainly more cooperation of the administrative employees, which is a benefit to the supervisors and to the council and the community as well.

Motion made by Councilmember Coltharp, seconded by Councilmember Snyder,
to accept the annual audit as prepared and presented by Jim Castagna.

12. Discuss, Consider and take action, to appoint the firm of
Castagna and Gregg, to conduct the annual audit for the
City of Seymour, for the year beginning
October 1, 2007 and ending September 30, 2008.

Motion made by Mayor Pro-tem Tankersley, seconded by Councilmember Winn, to appoint the firm of Castagna and Gregg, to conduct the annual audit for the Fiscal Year beginning
October 1, 2007 and ending September 30, 2008.

13. City Administrator’s report and suggestions/concerns received in suggestion/concerns received in suggestion box and well-level report.

City Administrator Joe Shephard stated that he did not have much to report, other than everything is going well at the City. He also stated that TCEQ was here on December 12th , to conduct an inspection on the Reverse Osmosis and Water/Wastewater Departments. The City received a very good report, with very few cities being awarded a Water Superior Sign, which Seymour is in the process of receiving.

14. City Council members’ reports and settings of future agenda items.

Mayor Pro-tem Tankersley stated that she would like to thank John Byrket for all his work and time in gathering all the information and paperwork to the City, in regards to the 114 N. Washington situation.
