A Regular City Council Meeting was held at 7:00 p.m. Thursday, December
14, 2006, at the Portwood Arts and Civic Center, 800 E. Morris, Seymour,
TX 76380.
CALL TO ORDER/ ROLL CALL
by Mayor Craighead at 7:00 p.m.
Council Present:
Mayor Dan Craighead, Council Member Donald G. Coltharp,
Mayor Pro Tem Don Butler and Council Member Donna Fest.
Council Absent:
Council Members David Snyder and Rose Tankersley
Counsel Present:
None
Staff Present:
City Administrator Joe Shephard, City Secretary Conchita Torrez, Police
Chief Tommy Duncan, Economic Development Director John W. Studer, Police
Department Secretary Jo Petty,
Police Department Secretary Assistant Samantha Sturgeon, Animal Control
Gerald Livingston, Emergency Management Coordinator Jerry Pruitt, Police
Jail Attendant George Bynum and Police Offficer Rick Hill, Curtis Priddy,

ANNOUNCEMENTS FROM THE MAYOR:
At this time, Mayor Craighead will make announcements as related to
the events of the previous weeks. As always he may make any rearrangements
to the order of items on this agenda as he deems prudent in the interest
of time).Mayor Craighead welcomed everyone to the Council Meeting and
a surprise presentation was given to Chief Tommy Duncan. Chief Duncan
was honored with the American Police Hall of Fame Law Enforcement Purple
Heart Award for his sacrifice of putting his life on the line to protect
and serve while on duty for the City of Olney on December 18, 1975.
The Law Enforcement Purple Heart is issued under strict requirements
and Chief Duncan was inducted into The American Police Hall of Fame.
Also, commending Chief Duncan for his service was Mr. Dennis Wilde with
the Nortex Regional Planning Commission and Judge James Coltharp read
a letter from Mac Thornberry’s Office recognizing Chief Duncan
for his service and dedication.
CITIZENS QUESTIONS AND / OR COMMENTS:
At this time, interested citizens are encouraged to indicate their interest
in speaking, and upon being recognized by the Mayor, approach the podium
to express your comments. Please speak clearly and speak directly into
the microphone. Citizens may speak on any matter other than personnel
matters or matters under litigation, for a length of time not to exceed
five minutes, please. Neither Council action nor discussion may take
place on any matter, until such matter has been placed on an agenda
and posted in accordance with law.
Mrs. Kelly Fest- Pappas approached the podium and announced a Creative
Writing Group Workshop. If you are interested and would like more information

Commerce Office at 940-889-2921.CONSENT AGENDA: (Items listed under
the Consent Agenda are considered routine and are generally enacted
in one motion. The exception to this rule is that a Council Member may
request one or more items to be removed from the Consent Agenda for
separate discussion and action.
1. CONSIDER APPROVING THE CONSENT AGENDA AS FOLLOWS:
a.) Approve meeting minutes from October 19, 2006 and November 19, 2006
.
b.) Approve the bills dated November 16, 2006 November 20, 2006 and
November 30, 2006.
c.) Accept REPORTS
1. Monthly Investment Report
2. lst National Bank accounts report summary
3. Employee List
4. Golf Course Revenue and Membership totals report
d.) Discuss, Approve and take Action to add Chief Tommy Duncan as a
signatory for the City of Seymour.
e.) Discuss, Consider and Take Action upon Ordinance #2006-07, and Notice
of Restriction of deed regarding site protection requirements for the
City of Seymour Park area, to protect storm water mitigation and flood
control efforts as requested by TXDOT in final form.
Motion:
Motion by Council Member Donald Coltharp, 2nd by Mayor Pro Tem Don Butler,
to accept and approve the items on the Consent Agenda as presented.
Vote on the Motion:
passed unanimously.
