A Regular City Council Meeting was held at 7:00 p.m. Thursday, April 22, 2007
at the Portwood Arts and Civic Center, 800 E. Morris, Seymour, TX 76380.

CALL TO ORDER/ ROLL CALL
by Mayor Craighead at 7:08 p.m.

Council Present:
Mayor Dan Craighead, Council Member Donald Coltharp, Council Member Donna Fest,
Mayor Pro tem Don Butler and Council Member Rose Tankersley.
Council Absent: Council Member David Snyder

Counsel Absent:
None

Staff Present:
City Administrator Joe Shephard, City Secretary Conchita Torrez,
Water / WW Operations Supervisor Greg Shumate, R.O. Production Supr. Rick Garcia,
Police Chief Tommy Duncan

Participants/Guests:
Nancy Markham, Mary Lou Duncan, Michael Kimbler, and David Frey.

ANNOUNCEMENTS FROM THE MAYOR:
At this time Mayor Craighead will make announcements as related to the events of the previous weeks. As always he may make any rearrangements to the order of items on this agenda as he deems prudent in the interest of time.

 CITIZENS QUESTIONS AND/ OR COMMENTS:
At this time, interested citizens are encouraged to indicate their interest in speaking, and upon being recognized by the Mayor, approach the podium to express your comments. Please speak clearly and speak directly into the microphone. Citizens may speak on any matter other than personnel matters or matters under litigation, for a length of time not to exceed five minutes, please. Neither Council action nor discussion may take place on any matter, until such matter has been placed on an agenda and posted in accordance with law.

 CONSENT AGENDA:
Items listed under the Consent Agenda are considered routine and are generally enacted in one motion. The exception to this rule is that a Council Member may request one or more items to be removed from the Consent Agenda for separate discussion and action.

 1. Consider approving the consent agenda as follows:

 (a.) Approve Thursday, February 1, 2007;
Special Called Meeting Minutes and Thursday,
February 15, 2007; Regular Meeting Minutes.
 
(b.) Approve the bills dated February 19th, February 20th
  and February 28th, 2007.
 
(c.) Accept REPORTS
  
1. Monthly Investment Report
  
2. 1st National Bank accounts report summary
 
 3. Employee List
  
4. Golf Course Revenue and Membership totals report

 (d.) Approve and formally accept Police Contact Data Report,
commonly Known as ‘Racial Profiling Report’ for 2006, as presented by
Police Chief Tommy Duncan.

 (e) Authorize annual contract of Todd Hrncirik Lawn Care for mowing
  services during golf season at the Salt Fork Municipal Golf Complex,
  for the fee of $12,500.00.

  Motion made by Council Member Donald Coltharp,
2nd by MPT Don Butler to accept Consent Agenda as presented to council.

Vote on Motion:
Passed unanimously.
