REGULAR MEETING ENDS - TO HOLD PUBLIC HEARING(S)

4. Council hold Public Hearing(s) to allow for public comments
both for or against the condemnation and ordered demolition of the following property determined as unsafe structure by the City Code Compliance Officer: 114 N. Washington Street(Home Treasures)
Legal Description: Original Block 6, Lot 5.


No citizens comments for the condemnation.

Nancy Markham asked to speak against the condemnation. Ms. Markham
expressed her concerns on the building and asked who was the Code Compliance Officer,
which Mayor Craighead stated it was John Byrket. She asked who owned and would be responsible for the building.

Mayor Craighead and City Administrator Joe Shephard explained that no one has assumed responsibility for the building. After much discussion on this matter, Joe also explained that a decision would not necessarily be made to demolish 114 N. Washington Street, but, this was the first step the city had to take in order to legally do something with the building. Council will discuss options for the building at future meetings. The Mayor encouraged citizens to express their views on these options during upcoming council meetings.

5. Discuss, Consider and give City Administrator Joe Shephard
direction on purchasing vehicle for the Seymour Police Department
as approved in Budget.


After reviewing the bids presented to the council, Mr. David Frey asked to speak concerning the bids, and gave his opinion stating that the vehicle from Texoma Ford, Denison Texas would be the best option being that the vehicle would be fully equipped for a better deal. Nancy Markham asked to speak and stated that one of the wonderful things that our City Administrator Joe Shephard promoted since being in office was the ‘Shop at Home’ Motto and how Joe has worked hard at keeping money at home.

Although the bid received from a company in Denison was about $1,200 cheaper,
we believe it is important to keep the money in Seymour.

Motion:
A motion was made by Council Member Rose Tankersley,
2nd by Council Member Donna Fest to approve the bid from Premier, Seymour Texas, on a 2007 Ford Crown Victoria rear wheel drive with no emergency equipment for the price of $21,760.00 .

Vote on the Motion:
passed unanimously.

6. City Administrator’s report, report of suggestions/concerns
received in City of Seymour Suggestion Box, and Well-Level Report.


City Administrator Joe Shephard received in the suggestion box this month a comment suggesting that the light above the city boxes on the north side of building be turned on. When the crickets got real bad during the summer last year, the light was turned off and we simply forgot to turn it back on. I also attended a class in San Angelo Texas last Friday, on continuing education. It was an Auditing Made Easy Class. I had a problem with our wholesale bill, and after emailing and talking on the phone with AEP, I will be going to Abilene tomorrow and get them to show me in black and white what they did and how they figured our bill and make sure we are on the same pace. Everything else is going well. I appreciate all that the city crews do to keep things going. Ronnie Kolacek will be ordering oil by the tank full to begin filling pot holes and paving streets. That’s all I have tonight, unless someone has any questions.

7. Council Member announcements and setting of future agenda items.

Council Member Donna Fest stated that she would like to see a citizen’s group develop and get involved with the 114 N. Washington Street building. Council Member Rose Tankersley stated that there is a group that is checking into some information on ways and ideas to preserving the building since it has historical value and what could be done to keep the building or restore it.
