A Regular City Council Meeting was held at 7:00 p.m. Thursday, November
16, 2006,
at the Portwood Arts and Civic Center, 800 E. Morris, Seymour, TX 76380.
CALL TO ORDER/ ROLL CALL
by Mayor Craighead at 7:00 p.m.
Council Present:
Mayor Dan Craighead, Council Member Rose Tankersley, Council Member
David Snyder,
Council Member Donald G. Coltharp, Mayor Pro Tem Don Butler and Council
Member Donna Fest.
Council Absent:
None
Counsel Present:
None
Staff Present:
City Administrator Joe Shephard, Interim City Secretary Conchita Torrez,
Police Chief Tommy Duncan, Economic Development Director John W. Studer,
Street Supervisor Ronnie Kolacek, Water/Wastewater Supervisor Greg Shumate
and
Finance Assistant Suzanne Shumate.

The PLEDGE OF ALLEGIANCE was led by Mayor Dan Craighead.
Proclamation:
Fair Housing Month
Proclamation of the City of Seymour, Texas
Whereas, Title VIII of the Civil Rights Act of 1968, as amended, prohibits
discrimination in housing and declares it a national policy to provide,
within constitutional limits, for Fair Housing in the United States;
and
Whereas, the principle of Fair Housing is not only national law and
national policy, but, a fundamental human concept and entitlement for
all Americans; and
Whereas, this proclamation during the month of December, provides an
opportunity for all Americans to recognize that complete success in
the goal of equal housing opportunity can only be accomplished with
the help and cooperation of all Americans.
NOW THEREFORE, WE, the City Council of the City of Seymour, do proclaim
December as Fair Housing Month in the City of Seymour and do hereby
urge all the citizens of this locality to become aware of and support
the Fair Housing Law.
IN WITNESS WHEREOF, we have affixed our signatures and seal on this
the 16TH day of November, 2006.

At this time, Mayor Craighead will make announcements as related to
the events of the previous weeks. As always he may make any rearrangements
to the order of items on this agenda as he deems prudent in the interest
of time.
Mayor Craighead had no announcements.

At this time, interested citizens are encouraged to indicate their interest
in speaking, and upon being recognized by the Mayor, approach the podium
to express your comments. Please speak clearly and speak directly into
the microphone. Citizens may speak on any matter other than personnel
matters or matters under litigation, for a length of time not to exceed
five minutes, please. Neither Council action nor discussion may take
place on any matter, until such matter has been placed on an agenda
and posted in accordance with law.
CONSENT AGENDA:
Items listed under the Consent Agenda are considered routine and are
generally enacted in one motion. The exception to this rule is that
a Council Member may request one or more items to be removed from the
Consent Agenda for separate discussion and action.
1. CONSIDER APPROVING THE CONSENT AGENDA AS FOLLOWS:
a.) Approve Thursday, October 19, 2006, Regular Meeting Minutes .
b.) Approve the bills dated October 3rd, October 19th, October 30th
and October 31st, 2006.
c.) Accept REPORTS
1. Monthly Investment Report
2. lst National Bank accounts report summary
3. Employee List
4. Golf Course Revenue and Membership totals report
d.) Discuss and consider entering into annual contract with Baylor County
Appraisal District for Assessment and Collection Services of the Baylor
County Appraisal District for 2007-2008.
Motion:
Motion made by Council member Donald Coltharp, 2nd by Council Member
Rose Tankersley, to accept the consent agenda as presented, with the
exception of item ‘a’ (October 19, 2006, Regular Meeting
Minutes) to be removed from the consent agenda and corrected and placed
on the December agenda.
Vote on the motion:
Passed unanimously.
