A Regular City Council Meeting was held at 7:00 p.m. Thursday, April 17, 2008
at the Portwood Arts and Civic Center, 800 E. Morris, Seymour, TX 76380.

 
CALL TO ORDER/ ROLL CALL
by Mayor Craighead at 7:02 p.m.

Council Present:
Mayor Dan Craighead, Council Member Donald Coltharp, MPT Rose Tankersley,
Council Member Donna Fest, Council Member Sid Winn, and Council Member David Snyder.

Council Absent:
none

Counsel Present:
none

Staff Present:
City Administrator Joe Shephard, City Secretary Conchita Torrez,
Economic Development Director John Studer, Police Chief Tommy Duncan,
Reverse Osmosis Water Tech. Rick Garcia, Water/Wastewater Supervisor Greg Shumate,
Street Supervisor Adam Sturgeon and Electric Supervisor Brad Tilley.

PROCLAMATIONS OR PRESENTATIONS:
 
Proclamation:
“Child Abuse Awareness Month”, “Fair Housing Month”
and “Municipal Court Clerk Week, presented by Mayor Craighead.
 
PROCLAMATION
Child Abuse Prevention Month

 
Whereas, the City of Seymour is proud of the family-oriented nature of our community and wishes to support its families in raising their children in a safe and nurturing environment; and
 
Whereas, preventing child abuse and child neglect is an undertaking which depends heavily on the involvement of people throughout the community; and
 
Whereas, child abuse often occurs when people find themselves in stressful situations, without adequate support mechanisms, and without the ability to cope; and
 
Whereas, child abuse and neglect can be reduced by making sure families have the support they need to raise their children in a healthy environment; and
 
Whereas, effective child abuse prevention programs succeed because of partnerships created among social service agencies, schools, faith communities, civic organizations, law enforcement agencies, local businesses, and caring community members;
 
Now therefore I, Dan Craighead, Mayor of Seymour, do hereby proclaim April 2008, as Child Abuse Prevention Month in the City of Seymour, and call upon all citizens, community agencies, faith groups, health professionals, and local businesses to participate in the community’s efforts to support families, thereby, preventing child abuse and strengthening the Seymour community.
 
In Witness Thereof, I cause the Official Seal of the City of Seymour
to be affixed this 17th day of April 2008.

Proclamation
Fair Housing Month

 
DESIGNATING THE MONTH OF APRIL, 2008 AS
FAIR HOUSING MONTH AND SUPPORTING FAIR HOUSING ACTIVITIES WITHIN THE CITY.
 
Whereas, Title VIII of the Civil Rights Act of 1968, as amended, prohibits
discrimination in housing and declares it a national policy to provide,
within constitutional limits, for fair housing in the United States; and
 
Whereas, the principle of Fair Housing is not only national law and national policy, but a fundamental human concept and entitlement for all Americans; and
 
Whereas, this proclamation, during the month of April, provides an opportunity
for all Americans to recognize that complete success in the goal of equal housing opportunity can only be accomplished with the help and cooperation of all Americans.

NOW THEREFORE, I, Dan Craighead, Mayor of Seymour, do hereby proclaim
April, as Fair Housing Month, in the City of Seymour and do hereby urge all the citizens of this locality to become aware of and support the Fair Housing law.

Proclamation
Municipal Court Week

 
WHEREAS, The Office of the Municipal Clerk is the oldest among public servants; and
 
WHEREAS, The Office of the Municipal Clerk provides the professional link between the citizens, the local governing bodies and agencies of government at other levels; and
 
WHEREAS, Municipal Clerks have pledged to be ever mindful of their neutrality,
and impartiality, rendering equal service to all; and 
 
WHEREAS, The Municipal Clerk serves as the information center
on functions of local government and community; and
 
WHEREAS, Municipal Clerks continually strive to improve the administration
of the affairs of the Office of the Municipal Clerk through participation in education programs, seminars, workshops and the annual meetings of their state, province, county and international professional organizations; and 
 
WHEREAS, It is most appropriate that we recognize the
accomplishments of the Office of the Municipal Clerk; and 
 
NOW, THEREFORE, I DAN CRAIGHEAD, Mayor of SEYMOUR, TEXAS,
do recognize the week of April 29 through May 5, 2008, as Municipal Court Week, and further extend appreciation to all Municipal Clerks for the vital services they perform and their exemplary dedication to the communities they represent.
