3. Discuss, consider and take action to accept bids on
lots 4,5, and 6, Block 2, Reiman Addition, address being
508 E. Reiman Street, from Terry Collinsworth
for the amount of $240.00 at $80.00 per lot.

Motion:
A motion was made by Council Member Sid Winn, seconded by Council Member Henricks to accept the bid of $240.00 from Terry Collinsworth for a total of 3 lots at $80.00 each, located at 508 E. Reiman Street.

Vote on Motion:
passed unanimously.

4. Discuss, consider and take action on Meals on Wheels
request for financial support from the City of Seymour.
After much discussion, Council chose to table this item and allow Mr. Gerald Wiles to receive more information from Nortex concerning the Budget and present it to the Council in the next month or so.

Motion:
A motion made by Council Member Nan Gilbert-Mathis, seconded by MPT Rose Tankersley,
to table this item, and allow Mr. Wiles to receive more information from Nortex,
concerning Meals on Wheels budget, and present it to the Council in the next month or so.

5. Conduct a Public Hearing to consider “Noise Ordinance”,
providing for an effective date hereof and repealing all other
ordinances and making modifications as needed by City Council.

Mayor Craighead gave an opportunity for anyone to speak concerning this Ordinance.
No citizen (s) spoke concerning this agenda.

6. Conduct a Public Hearing to consider “Portwood and
City Park Ordinance”, updating all fees, permits, rules and regulations, and repealing all other ordinances and providing an effective date.

Mayor Craighead gave an opportunity for anyone to speak concerning this Ordinance.
No citizen (s) spoke concerning this agenda.

7. Discuss, consider and take action to adopt Ordinance No. 2008-06, creating a noise prohibition ordinance; creating minimum and maximum penalties for noise violations; providing for a severability; and providing for an effective date hereof and repealing all other ordinances and providing an effective date.

Council made several modifications to Ordinance No. 2008-06 as listed below:
“Section Two-Findings” - omitted letter “E”, as it was a repeat of letter “D”,
Section Five-Noise Prohibited, section H, the time was changed on weekends to
7:00 a.m. -7:00 p.m., and Section J, Noise Sensitive Areas, the time was changed to
10:00 p.m. and 6:00 a.m. on the weekends.

Motion:
A motion made by Council Member Sid Winn, seconded by Council member Nan Gilbert-Mathis, to approve the adoption of Noise Ordinance No. 2008-06, with modifications made by City Council as described above.

Vote on Motion:
passed unanimously.

8. Discuss, consider and take action to adopt Ordinance
No. 2008-07, updating all fees, permits, rules and regulations for Portwood Art & Civic Center and City Park, repealing all other ordinances and providing an effective date.

Motion:
A motion was made by MPT Rose Tankersley, seconded by Council Member Donald Coltharp, to approve Ordinance No. 2008-07, updating all fees, permits, rules and regulations for Portwood Art & Civic Center and City Park, repealing all other ordinances and providing an effective date.

Vote on Motion:
passed unanimously.

9. Discuss, consider and take action to adopt Resolution No. 1294, a Resolution of the City of Seymour, Texas, supporting the introduction and passage of Breed specific legislation for local municipalities governing dangerous dogs: and providing an effective date.

Motion:
A motion was made by Council Member Billy Henricks, seconded by
Council Member Donald Coltharp, to adopt Resolution No. 1294, supporting the introduction
and passage of Breed specific legislation for local municipalities governing dangerous dogs:
and providing an effective date.
