10. Discuss, consider and take action to adopt Resolution No. 1295,
a Resolution of the City of Seymour, Texas, authorizing a deferred compensation plan document, known as the 457 Compensation Plan.

Motion:
A motion was made by Council Member Nan Gilbert-Mathis, seconded by MPT Rose Tankersley, to adopt Resolution No. 1295 authorizing City Administrator Shephard, to present to City Employees the opportunity to invest in a 457 Compensation Plan.

Vote on Motion:
passed unanimously.

11. Discuss, consider and take action authorizing staff
to purchase and install credit/debit machine.

Motion:
A motion made by MPT Rose Tankersley, seconded by Council Member Billy Henricks,
to install a credit/debit machine in the future at City Hall.

For – Four
Abstain – One (Council Member Sid Winn) asked to abstain due to the information received on Item #11, was from his wife Dana Winn, who is Vice President at First National Bank.

12. Discuss, consider and give direction to
City Staff concerning the 2008-2009 Budget.
City Administrator Joe Shephard addressed the Council concerning the Proposed 2008-2009 Budget, with several options for Council to consider. I am seeking input and suggestions from the Council, in order that we might put those figures in and be able to adopt the budget in a timely fashion. One is to increase revenue or decrease expenditures to balance the budget in the amount of $70,000. Council members discussed the options with City Administrator Joe Shephard and after several options given to City Administrator Joe Shephard, Council asked that he go back and refigure those numbers and bring back new figures to the next Council Meeting.

13. City Administrator’s report, report on suggestion/concerns
received in City of Seymour Suggestion Box, and Well-level Report.
There were no suggestions in the suggestion box this month. Also the Water Well Level Report was not presented tonight due to Rick Garcia attending a funeral and being busy with several water leaks. Also, the Zipper Machine came in and the Street Department had a chance to get some training and they have used it doing some small work on Stadium Hill.

If you read the Banner, I put together a comparison on the Electric Rates and the
amount per kilo watts that each city pays. We are still one of the lowest at 13.9 per kilo watts.
Our contract with AEP is for 6 more years. That’s about all I have for tonight.

14. City Council members’ reports and setting of future agenda items.Mayor asked if any Council member had any reports they would
like to see as a future agenda item. No one spoke.

Receive information from City Administrator, discuss or deliberate regarding commercial or financial information that the City Council has received from business(es) that the City Council seeks to locate, stay or expand in the City of Seymour and with which the City Council is conducting Economic negotiations, being Seymour Industrial Building, now known as Capital Fund Building.

Note: The Council reserves the right to vote or to act in open session upon any of the items listed in this agenda.

16. Take action resulting from deliberation(s) during Executive Session.
Council gave Seymour Community Development Corp. (SCDC) the direction of
going forward and hiring an attorney to draw up a Legal Lease Agreement for Council to
review and approve. In addition, the Mayor appointed a Sub-Committee, being Council member Sid Winn and MPT Rose Tankersley, to look over the Lease Agreement, once it is drawn up and review it with Mayor Dan Craighead.

17. Adjournment
MPT Tankersley made a motion to adjourn meeting at 9:15,
seconded and passed unanimously.
