12. Discuss, Consider and take action to purchase a used
vehicle from Premier GMC in Seymour, Texas, not to exceed
$15,000 for use in the administration department to be paid for from rebates received from American Electric Power Energy Partners and authorize necessary amendments to the budget.

Motion made by Council Member Winn and seconded by MPT Tankersley, to purchase a used vehicle from Premier GMC in Seymour, Texas, for the use in the Administration Department and not to exceed $15,000.00

Vote on Motion:

13. City Administrator report,
Well – Level Report and suggestions from the suggestion box.


CA Shephard stated that one suggestion had been placed in the suggestion box, on implementing a recycling system. Mr. Merl Knox addressed a bit of this issue last week at the Monthly Communication Meeting. This is an expensive endeavor for any city to undertake. Hopefully, next month I can have some figures, and we can discuss if this will be cost prohibited or not. I’m also checking with Nortex and Solid Waste Programs to see if they have grants available for this sort of thing. Also, we have talked in the past about purchasing a chipper and there is a grant for that and it is up to $20,000. The cost of the chipper is around $30 - $40 thousand dollars. It has become very difficult to get permission from TCEQ to burn the large piles of brush that accumulate over a course of time. We need to show TCEQ that we have a chipper program in effect, before they will allow us to burn. We’re working on a grant for this and we will come back before the council in the next few months with more information.

Tomorrow, I will be in San Angelo attending my Certified Public Managers School. Unlike Conchita’s, mine won’t be done until April. I do congratulate Conchita on the hard work she has done. Not only did she jump in to a new job with tons of responsibility and tons of work, but, has been able to continue her education. She has done very well and we are certainly proud of her and proud of what she’s done.

On October 29th and 30th, I get to go to the one meeting I look forward to in Austin. We get to go and complain to the Texas Commission on the Environmental Quality. We have accomplished several positive things.

The roof on the Industrial Building and the City Hall Building are finished.

The street sweeper was here this week. We hired a young man to go around
on the weekends and pick up trash that accumulates. He has done a good job.

Thank you for approving the budget and the pay raises that went along with that. We have a good crew. One last thing, Judge Fisher has decided to retire on December 14th. The Municipal Judge Position is appointed by City Council, as Conchita, I and Chief Tommy Duncan are. I found out about it today, so it was too late to put on the agenda. And, if council doesn’t have any objections, I will place an ad in the paper for the next couple of weeks, and accept applications and resumes until the Monday before the council meeting and have it on the agenda as an Executive Session item. If the Council decides to approve an applicant at that time, we will go ahead and get them on board to learn the system before the judge retires.

Mayor Craighead asked if the ladies that came in late to the meeting had any questions or comments. At that time Loraina Reimer introduced herself to the council.

Loraina wanted to thank the City for sponsoring her and informed the council that she will be representing Seymour in the Miss Texas Teen Pageant on November 23-25th at the Hilton Post Oak Hotel in Houston Texas. She stated that she has been real busy and has been going to Frisco Texas, meeting with Ms. Arizona who is helping her work on her interview questions, walking and speech. There were 1,000 competitors and it was narrowed down to 150 and I was chosen as on of those. The competition is divided into three categories: Personal Interview, Swimsuit and Evening Gown. The Preliminary Show will be held on Saturday evening, November 24th and the Final Show on Sunday afternoon November 25th.

Mayor Craighead on behalf of the City of Seymour and Council wished her the best of luck.
