ANNOUNCEMENTS
FROM THE MAYOR:
(At this time, Mayor Craighead will make announcements as related to
the events of the previous weeks. As always he may make any rearrangements
to the order of items on this agenda as he deems prudent in the interest
of time).
Mayor Craighead briefed the assembly on the new ‘Community Alert’
system that is now operational. This alert system will rely on KSEY
radio to broadcast, immediately and in real time, any weather or civil
defense alerts. Also, Amber alerts will be broadcast on this system.
A major drawback to regular weather radios has been solved with this
system, if you purchase a special alert radio – available locally
at a reasonable price at Ernie’s River Mill retail outlet, it
can be set to wake you up in the middle of the night upon activation
of the Emergency Alert System. This special radio will have better reception
than the regular weather radios which rely on the Throckmorton repeater
station; that signal is faint.

COMMENTS:
(At this time, interested citizens are encouraged to indicate their
interest in speaking, and upon being recognized by the Mayor, approach
the podium to express your comments. Please speak clearly and speak
directly into the microphone. Citizens may speak on any matter other
than personnel matters or matters under litigation, for a length of
time not to exceed five minutes, please. Neither Council action nor
discussion may take place on any matter, until such matter has been
placed on an agenda and posted in accordance with law.)
1.) Mary Lou Duncan: Baylor County Child Welfare Board: On May 15, 2006,
there will be a joint CPS and Seymour PD educational class held at the
Salt Fork Municipal Golf Complex Dining Room at 5:30 p.m. to educate
the public on ‘Child Abuse Awareness”. This will be appropriate
for anyone who works around children.
CONSENT AGENDA:
(Items listed under the Consent Agenda are considered routine and are
generally enacted in one motion. The exception to this rule is that
a Council Member may request one or more items to be removed from the
Consent Agenda for separate discussion and action.)
CS Simpson explained that in item ‘f’, the grant application
as modified addresses only sidewalks and not lighting. The word ‘lighting’
was struck through.

Police Chief Tommy Duncan
The Seymour PD answered 403 calls for service, worked 6 accidents, and
made 26 arrests on various charges, including 9 for outstanding warrants.
There were 169 traffic tickets and warnings issued. There were several
calls for the K-9 officer. I have been attending disaster training exercises,
as well as participating in ‘On-Line’ training programs
as required on the Internet. The Seymour PD made a very significant
‘bust’ this month, discovering both a ‘Meth’
lab as well as a check forgery ring at work. We confiscated many checks
– $30,000 worth or more - that were being forged on several different
businesses in the City. Commendations are deserved by officers Hill,
Hansen and Wilkerson. There is a new member on our Special Olympics
team and his name is Christopher Witt. The team will go to their meet
this month and I’m certain will do an excellent job as always
and bring home lots of medals.

Monthly Report for April, 2006

City of SeymourDear Mayor and Council,
There has been a shorter period of time since my last report. I have
also been away attending a week-long economic development institute.
Consequently, there is less to report on.
The projects this office is working on this month are:
Beautification:
We are working on the sidewalk grant from the Texas Department of Transportation
for improvements on North Washington Street. I have turned it over to
Shelly Green, of Municipal Development Services. You will probably have
a Resolution on the agenda for this council meeting. She has had several
family emergencies and has canceled two meetings with us. We are getting
close to the deadline on submitting this application.
Hunting:
We have finally established a hunter’s address data base. Those
card and information packets will go out shortly. There is a sample
of the card which will go to each contact. Those that expressed a greater
interest in Seymour will receive an additional information packet on
our community.
Fossils:
I have a meeting with the Dallas Museum of Natural History on May 1st.
OU/ EDI:
This is the Economic Development Institute at the University of Oklahoma
which I have attended before. It is a professional school which provides
requirements for certification as an Economic Developer. I was there
from April 2nd thru the 6th. I appreciate the Council allowing me the
opportunity to participate in this school. There were about 200 persons
attending from every corner of the U.S. and even a few from Mexico and
several island countries. I was one of the very few who drove to Oklahoma
City. It was so interesting and packed with information. I had a lot
of finance classes this time. Most of the information was very applicable
to even our small community. Surprisingly, there was one class that
a lady from Virginia initiated a discussion on the dilemma facing the
farming industry, and its effects upon rural economies.
US Highway 277:
I had a gentleman that came to my office inquiring about the highway
project. He was from Wichita Falls and was in the truck tire business.
He was interested in opening up a truck tire specialty business next
to a truck stop on our re-alignment. He had a lot of confidence that
our truck traffic counts were going to increase with the four lane expansion.
He was interested in the availability of land. I hope we can do the
necessary planning required for growth on this new highway corridor.
Ag Appreciation Day:
It was one of the better attended ones. It is a very well structured
event that takes very little time to manage. Again, I appreciate the
City allowing me to continue with this community event. I believe it
is successful because it brings us together as a community. What ever
we can do to bring our community together in a positive manner and to
also feel good about its future, we need to support it. Thank you for
that support. Barry Mahler made a comment about Seymour on his TV show,
which is worth repeating. (To paraphrase it) He said all of these small
communities are having a hard time of surviving and face declining population;
but one thing for sure about Seymour, it is fighting it tooth and nail.
It has the right attitude.
Miscellaneous:
I have attended several other meeting this month. I have been to the
Four Winds RC&D annual meeting, the regular Hotel/ Motel board meeting,
and the meeting of The Seymour Community Development board. I had meetings
with individuals on possible land that can be annexed alone the Highway
277 project. I also worked the Regular Country Music Jamboree this month.
It is doing extremely well.
Don’t forget the Lion’s Club Cake Auction to be held on
April 24th. Also, April 22nd is the Monthly Country Jamboree, with the
money going to the City Hall Auditorium restoration project.
City Secretary Elaine Simpson
(submitted reports in writing): there were no questions for City Secretary
Simpson.
CA Shephard interjected at this point that Supr. Shumate had sent word
that there was only one ‘hitch’ this month with the Sewer
plant, and it was quickly repaired. No discharge was released from the
plant during this occurrence.
