SPECIAL CALLED MEETING
SEYMOUR CITY COUNCIL
FEBRUARY 25, 2010

A Special City Council Meeting was held at 7:00 p.m., Thursday, February 25, 2010, at the Portwood Art and Civic Center, 800 E. Morris Street.

CALL TO ORDER and ROLL CALL
by Mayor Ronald B. Reeves

Council Present:
Council Member Donald Coltharp, Council Member David Horton,
Council Member Billy Henricks, Council Member Nan Gilbert-Mathis and MPT Sid Winn.

Council Absent:
none

Counsel Present:
none

Pledge of Allegiance was led by Mayor Reeves.

Staff Present:
City Secretary Conchita Torrez and Finance Director Mary Griffin.

Guests:
none

Remove item(s) from table:

1. Discuss and take action on request from Rhonda Richardson, Executive Director from Seymour Housing Authority, to waive
payment in lieu of payment in the amount of $10,100.16.

After a lengthy discussion on this agenda item, Mayor entertained a motion.

Motion:
A motion was made by MPT Winn and seconded by Council Member Coltharp to table
once more until more information could be obtained from Housing and City would receive direction from City Attorney.

Vote on Motion:
passed unanimously.

2. Discuss and take action on quotes
received from Hostas, Loving and TML Insurance.

Motion:
A motion was made by Council Member Coltharp and seconded by
MPT Winn, to accept the insurance proposal from Caprock Insurance.

Vote on Motion:
passed unanimously.

3. Discuss and give City Secretary direction to draw up
Ordinance concerning water, sewer, garbage and water/sewer tap fees for the City of Seymour.

Motion:
A motion was made by Council Member Mathis, seconded by MPT Winn to allow
City Secretary Torrez to draw up an Ordinance establishing new rates for the City of Seymour. This Ordinance would have new water and sewer established rates with an increase of 10%, water/sewer tap fee increases and garbage increases by $1.00.

Motion:
A motion made by Council Member Mathis, seconded by
Council Member Henricks to allow City Secretary to draw up Ordinance.

Vote on Motion:
passed unanimously.

4. Adjournment

Motion made by MPT Winn, seconded by Council Henricks to adjourn at 8:55 p.m.
