May 11th -17th – Police Officers Memorial Week
Proclamation by Mayor Dan Craighead.


Mayor Craighead thanked Chief Tommy Duncan and officers
for the job they do on a daily basis and safekeeping of our city.

Here is the text of the Proclamation:
“Proclamation”

Of the Mayor of Seymour, Texas

WHEREAS, the Congress and President of the United States have designated May 15th
as Peace Officers' Memorial Day, and the week of May 11th through May 17th
as National Police week; and

WHEREAS, the members of the police department of the City of Seymour play an essential role in safeguarding the rights and freedoms of the citizens of the City of Seymour; and

WHEREAS, it is important that all citizens know and understand the duties, responsibilities, hazards, and sacrifices of their police officers and that members of our police department recognize their duty to serve the people by safeguarding life and property, by protecting them against violence and disorder, and by protecting the innocent against deception and the weak against oppression; and

WHEREAS, the peace officers of the City of Seymour police department
unceasingly provide a vital public service;

NOW, THEREFORE, I, Dan Craighead, Mayor of the City of Seymour, do hereby proclaim
May 15, 2008 as "National Police Officers' Memorial Day" and this week as “Police Officers Week” in the City of Seymour, Baylor County, Texas, and urge all citizens, government agencies, public and private institutions, and businesses to invest in the power of prevention and work together for the common good.

IN WITNESS THEREOF, I have set my hand and caused the seal of the
City of Seymour to be affixed this15th day of May, 2008.

ANNOUNCEMENTS FROM THE MAYOR:
At this time, Mayor Craighead will make announcements as related to the events
of the previous weeks. As always he may make any rearrangements to the order
of items on this agenda as he deems prudent in the interest of time.


Mayor Craighead had no announcements.

CITIZENS QUESTIONS AND / OR COMMENTS:

At this time, interested citizens are encouraged to indicate their interest in speaking, and upon being recognized by the Mayor, approach the podium to express your comments. Please speak clearly and speak directly into the microphone. Citizens may speak on any matter other than personnel matters or matters under litigation, for a length of time not to exceed five minutes, please. Neither Council action nor discussion may take place on any matter, until such matter has been placed on an agenda and posted in accordance with law.

David Frey asked to speak at this time. Mr. Frey first of all congratulated the
new members of the Council. Several questions were asked by Mr. Frey, one being if the
Council would be having a Town Hall Meeting in the future, to inform the public
concerning their agenda for the city.

Mr. Frey was informed by Mayor Craighead that for the Council to address his questions,
he would have to be placed on the agenda. (see above under Citizens Comments/Questions). Citizens may speak on any matter other than personnel matters or matters under litigation, for a length of time not to exceed five minutes. Mr. Frey was informed by Mayor Craighead and City Administrator Joe Shephard to come by the office or contact Mayor Craighead for
future items to be placed on the agenda.

CONSENT AGENDA:

Items listed under the Consent Agenda are considered routine and are generally
enacted in one motion. The exception to this rule is that a Council Member may request one or more items to be removed from the Consent Agenda for separate discussion and action.

6. Consider approving the Consent Agenda as follows:

a.) Approve Thursday, April 17, 2008, Regular Meeting Minutes.

b.) Approve the bills dated April 18, 2008 and April 30, 2008.

c.) Accept Reports
1. Monthly Investment Report
2. 1ST National Bank Accounts Summary Report
3. Employee List
4. Golf Course Membership Report

Motion:

Motion made by Council Member Coltharp and seconded by Council Member Winn, to accept the Consent Agenda as presented to the Council.

Vote on Motion:
passed unanimously.
