SPECIAL CALLED CITY COUNCIL MEETING
MAY 13, 2010- CANVASSING OF ELECTION

A Special Called City Council Meeting was held at 12:15 p.m., during the noon hour, on
Thursday, May 13, 2010 upstairs in the Conference Room, 301 N. Washington Street, TX 76380.

City Secretary Conchita Torrez opened the Special Called Meeting at 12:15 p.m.

CALL TO ORDER/ROLL CALL and PLEDGE OF ALLEGIANCE
was led by Mayor Ronald Reeves.

Council Present:
Mayor Ronald B. Reeves, Council Members present were Donald Coltharp,
Nan Gilbert-Mathis, David Horton and Billy Henricks.

Council Absent:
MPT Sid Winn

Counsel Present:
none

Staff Present:
City Secretary Conchita Torrez

Guests:
Tammy Billingsley and Kathy Harper

1. Canvass of Election Returns from the May 8, 2010, General Election
for Municipal Officers, Place #1, Place #3 and Place #5, as reviewed by Council Canvass Subcommittee: Councilman David Horton and
Council Member Billy Henricks.


Mayor acknowledged the Subcommittee and Kathy Harper as the Election
Judge for the 2010 General City Election to canvass the election results.

Results were read as following by EJ Kathy Harper:
Council Member Coltharpwho ran unopposed and was re-elected with 104 votes,
Council Member Nan Gilbert-Mathis, incumbent received 108 votes
with opponent Alma Hicks receiving 22 votes.
CM Mathis was declared the winner.
Council Member Sid Winn ran unopposed and was re-elected with 105 votes.

No questions were asked and a motion was entertained.

Motion:
Motion made by Council Member Horton and seconded by Council Member Henricks
to accept the canvass of Election results for the May 8, 2010 as presented by Ms. Harper.

Vote on Motion:
passed unanimously.

2. Consider Approving Resolution #1319, Declaring the
Results of 2010 City Officer Election(s).
(Considere Resolution No. 1319 que aprueba, declarando
los resultados de 2010 Eleccion de Oficial de Cuidad.)


Motion:
Motion made by Council Member Henricks and seconded by Council Member Horton
to accept Resolution No. 1319, declaring the results of the May, 2010 Election.

Vote on motion:
passed unanimously.

3. Statement of Elected Officer signed and filed with the
City Secretary from City Council Member Place #1; Donald G. Coltharp,
City Council Member Place #3; Nan Gilbert-Mathis, and
Council Member Place #5; Sid Winn.

City Secretary Torrez stated that the Statements of Elected Officers had been filed in her office as required by the Secretary of State.

4. Oath of Office administered to
City Council Member Place #1; Donald Coltharp,
City Council Place #3; Nan Gilbert-Mathis and to
City Council Member Place #5 Sid Winn.

Oath of Office was administered to Council Members Coltharp and Mathis by Mayor Ronald B. Reeves. Due to CM Winn being absent, his will be administered at a later day.

5. Certificates of Election issued to
City Council Member Place #1; Donald Coltharp,
to City Council Member Place #3; Nan Gilbert-Mathis,
and to Council Member Place #5; Sid Winn .

(Los Certificados de Eleccion publicaron a miembros de ayuntamiento Coloca #1, Donald Coltharp, para #3 Nan Gilbert Mathis y #5 Sid Winn.

Certificates of Election were presented to the Council Members by Mayor Reeves.

ADJOURNMENT

Adjournment was made by Council Member Coltharp and seconded by
Council Member Horton at 12:27 p.m. Passed unanimously.

Please note an amendment (correction) made to meeting minutes.
Agenda Item #4 and #5 corrected at the May 20th Regular Council Meeting. MPT Winn was absent at the meeting, therefore, Oath of Office and Certificate of Election was not presented to him as stated. CS Torrez acknowledged error and corrected it on the Reg. Meeting Minutes at the
May 20th Council Meeting.
