City of Seymour, Texas January 18, 2011 City Council Special Meeting and Workshop

A Special Called City Council Meeting was held on Tuesday, January 18, 2011, at
6:00 p.m., at the Portwood Pavilion, Art & Civic Center, 800 E. Morris Street.

Call to Order, Roll Call and Pledge of Allegiance
by Mayor Ronald B. Reeves at 6:05 p.m.

Council Present:
Mayor Ronald B. Reeves, Council Member David Horton, Council Member Nan Gilbert-Mathis, Council Member Billy Henricks and MPT Sid Winn.

Council Absent:
Council Member Donald Coltharp

Counsel Present:
No

City of Seymour Staff:
Interim City Administrator John W. Studer and City Secretary Conchita Torrez.

Guests:
Tommy Holub, Ken Martin and Allen Phillips

Immediately following, a recess was called by Mayor Reeves at 6:15 p.m.

Regular Session was called back to order at 6:45 p.m.

1. Hear Presentation and Update from Ken Martin, Jacob & Martin, LTD,
regarding the Selenium Issue and other pending projects.

Mayor Reeves and City Council were presented with an update regarding the
Selenium Issue and were handed a packet with several options that the City could
take regarding the Selenium issue. After a lengthy presentation and discussion,
Ken Martin and Allen Phillips dismissed themselves.

No action was taken on presentation.

2. Discuss, consider and take action regarding presentation
and update information received from Ken Martin.

A motion was made by Council Member Nan Gilbert-Mathis and seconded by Council Member Billy Henricks, to submit a plan to TCEQ through Jacob and Martin, LTD., to accept Option #5- Build treated water line and reduce size of evaporation pond. This option consists of building a treated water line to purchase NCTMWA water. Half the city’s water would be treated and half purchased reducing the amount of RO Concentrate. A smaller Evaporation Pond would be used to dispose of the reduced volume of RO Concentrate.

Motion passed unanimously.

3. Adjournment made by MPT Sid Winn, seconded by Council Member Billy Henricks, at 9:03 p.m., motion passed unanimously.
