A Special Called City Council Meeting was held at 6:00 p.m., Tuesday, January 11, 2011,
at the Portwood Arts and Civic Center, 800 E. Morris, Seymour, Texas 76380.

Call to Order and Roll Call
by Mayor Reeves at 6:00 p.m.

Council Present:
Council Member Donald Coltharp, Council Member David Horton,
Council Member Nan Gilbert-Mathis and Council Member Billy Henricks.

Council Absent:
MPT Sid Winn

Counsel Present:
none

City of Seymour Staff:
Interim City Administrator John W. Studer, City Secretary Conchita Torrez
and Accounts Payable Clerk/Finance Suzanne Shumate.

Citizens questions and/or comments:
none

1. Discuss, and review Personnel Policy Manual,
Resolution No. 1331, and allowing Council to make recommendations/changes to the current Policy Manual.

Mayor, Council Members and City Staff present at the meeting reviewed the
Personnel Policy Manual and made recommendations and changes, which will be made and approved at a later Council Meeting.

No action was taken on this agenda item.

Regular Meeting Closes at 7:50 p.m. and
Mayor Reeves called for a brief break.

Regular Meeting Ends; Executive Session #1 begins at 8:25 p.m.

2. Executive Session # (1) pursuant to Chapter 551 of the Local Government Code under: Section 551.074; Personnel Matters:
General Discussion of Compensatory Time, including issues
such as salaries and hourly wages.

Executive Session # (1) closes at 9:10 p.m.
and Executive Session # (2) begins at 9:12 p.m.

3. Executive Session #2 pursuant to Chapter 551 of the
Local Government Code under: Section 551.074; (a)
(1) Personnel Matters: To deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee.  Deliberation regarding Police Officer Position

Executive Session ends at 9:49 p.m.,
Regular Meeting resumes at 9:50 p.m.

4.  Take action resulting from deliberation during Executive Session
(a)  Compensatory Time

Motion was made by Council Member David Horton, and seconded by Council Member
Billy Henricks to allow the city to pay down Compensatory Time to 40 hours on the last pay period of January, 2011.  Also, City employees will only be allowed to accumulate no more than 40 hours of Compensatory time.       

Motion passed unanimously.

5. Take action resulting from deliberation during Executive Session
(a)   Police Officer Position

Motion was made by Council Member Billy Henricks and seconded by
Council Member Donald Coltharp, to allow Police Officer Mike Hansen  a pay increase,
beginning on the first February payroll period.

Motion passed unanimously.

6. Adjournment --- A motion was made  by Council Member Donald Coltharp, seconded by Council Member Billy Henricks to adjourn meeting at 10:01 p.m., passed unanimously.
