SPECIAL CALLED MEETING/BUDGET WORKSHOP

A Special Called Meeting/Budget Workshop was held on Tuesday, September 20, 2011, at 7:00p.m. at the Portwood Arts and Civic Center, 800 E. Morris, Seymour, Texas 76380.

Call to Order and Roll Call:
by Mayor Ronald B. Reeves at 7:05 p.m.

Council Present:
Council Member Donald Coltharp, Council Member David Horton,
Council Member Nan Gilbert-Mathis and MPT Sid Winn.

Council Absent:
Billy Henricks

Counsel Present:
None

City Staff Present:
Interim City Administrator John W. Studer, City Secretary Conchita Torrez
and Finance Director Mary Griffin.

Guests:
Brad Hammack, Betty Porter and Cliff Porter

1. Discuss, consider, and take action on Auditorium
update as presented by Mr. Brad Hammack.

A presentation made by Brad Hammack to the Mayor and City Council. Mr. Hammack gave an update on the financials and the work that has been done by the Committee.
Mayor Reeves thanked him for his time and all the work that is being done to the Auditorium.

Council Member Billy Henricks arrived at 7:21 p.m.

No action was taken on this agenda item.

2. Conduct a Public Hearing to consider Resolution
adopting a budget for the City of Seymour, for the
Fiscal Year beginning October 1, 2011 and ending
September 30, 2012.

Finance Director Mary Griffin gave an extensive explanation on the
proposed budget for the Fiscal Year October 1, 2011 and ending September 30, 2012.

3. Conduct a Public Hearing to consider an Ordinance establishing the ad valorem levy tax rate for the City of Seymour for Fiscal Year 2011-2012, at .40598/per $100 dollar valuation, which is higher than the effective tax rate of .40370/per $100 and representing a levy of .40598 for Operations and Maintenance.

Resolution No. 1339, adopting a budget for the City of Seymour, Texas for the Fiscal Year beginning
October 1, 2012 and ending September 30, 2012.

Motion made by:
Council Member Coltharp and seconded by Council Member David Horton, to approve
Resolution No. 1339, Budget Resolution No. 1339.

Motion passed unanimously.

5. Discuss, consider and take action to adopt
Ordinance No. 2011-03, establishing the ad valorem levy tax rate for the City of Seymour, Fiscal Year 2011-2012 and by conducting a formal ‘voice vote’ of the Ordinance.

Motion made by:
Council Member Donald Coltharp and seconded by Council Member Billy Henricks to adopt Ordinance 2011-03, establishing the ad valorem tax rate for the City of Seymour and by conducting a voice vote.

Voice Vote by Council Member:
Council Member Coltharp- yea, Council Member Horton- yea,
Council Member Gilbert-Mathis- yea, Council Member Henricks- yea
and MPT Winn- yea.

Motion passed unanimously.

6. Discuss, consider and take action to approve
Resolution No. 1340, for over/under 5K, by amending Resolution No. 1324, the Fiscal Year 2010-2011, Budget Resolution, for the City of Seymour, Texas.

Motion made by:
Council Member Nan Gilbert-Mathis and seconded by Council Member Donald Coltharp
to approve Res. No. 1340, for over/under 5K.

Motion passed unanimously.

7. Adjournment by MPT Sid Winn and seconded by
Council Member Donald Coltharp at 10:55 p.m.

Motion passed unanimously.
